PROBLEM TO BE SOLVED: To provide a composition used for making a conductive sheet excellent in electric conductivity and usable as an electromagnetic-wave shield absorbent without causing a short circuit of an electronic product; and to provide a manufacturing method of the conductive sheet. SOLUTION: This conductive sheet contains, as a basic composition constituent, 60-98 wt.% of flat conductive metal powder having an aspect ratio of 150-450, and 2-40 wt.% of a cross-linking non-halogen resin, and additionally contains, as an additive agent, 0.01-3.5 wt.% of an emulsifying agent or a surface-active agent in 100 wt.% of the basic composition constituent. The conductive metal powder, the non-halogen resin, and the emulsifying agent or the surface-active agent are measured out and agitated to form metal paste, the obtained metal paste is agitated with a diluent to form an emulsified solution, and the obtained emulsified solution is laminated by hot air to form it into the sheet.
