PROBLEM TO BE SOLVED: To provide a fluorescent film having a good film surface, in a two-layered fluorescent lamp wherein an intermediate baking is not carried out between a first layer coating and a second layer coating. SOLUTION: A method for manufacturing the fluorescent lamp includes steps of: adding lacquer for water-resistivity, that hardens at a temperature for drying a coating film in fluorescent coating, to a first layer of fluorescent coating; and then coating a fluorescent coating material for a second layer. The method is characterized in that white inorganic material microparticles of ultramicroparticles are coated on a glass inner surface, before the first layer fluorescent coating is carries out, and that the amount of the microparticle adherence is 0.3-1.1 mg/cm<SP>2</SP>per glass inner surface unit area.
