PROBLEM TO BE SOLVED: To improve a sealing performance between a surrounded casing and the work rolls of a rolling mill. SOLUTION: A strip 40 which is positioned between sealing panels 42 and the work rolls 32, 35 is isolated from the outdoor air with an inert gas which is jetted from nozzles 47 provided above and below the opening 41 of the sealing panels 42 toward the barrel parts of the work rolls 32, 35 and the inert gas which is introduced from ducts 50 provided on the right and the left of the sealing panels 42 to the neck parts of the work rolls 32, 35. Furthermore, the leakage of the inert gas from between the barrel parts of the work rolls 32, 35 and the sealing panels 42 is restrained with side liners 52 which are provided on the right and the left of the sealing panels 42. The hermeticity between a movable frame 39, a surrounded casing 38 and the sealing panel 42 is ensured and the inflow of the outdoor air in the inside of the encircled casing 38 with a sealing member 62 on the upstream side and the sealing member 61 on the downstream side is inhibited.
