PURPOSE: A power saving circuit of an organic EL device is provided to reduce power consumption by recycling charges. CONSTITUTION: According to a driver circuit of a passive organic EL device(16) comprising a number of column lines and a number of scan lines, a light emitting pixel is formed on a cross of the column line and the scan line, and the light emission from the pixel is performed by a supply power applied to the column line and the scan line. A scan electrode driving part outputs a signal to the scan lines in sequence. A column electrode driving part recovers charges charged in a parasitic capacitor(15) on a column electrode line and then outputs them. And a capacitor accumulates charges being output from the column electrode driving part and is formed out of an IC.
