PURPOSE: An apparatus for adjusting the fare of taxi meter by using the smart card and a method for the same, a system for adjusting the taxi fare by using the same and a method for the same are provided to reduce the authentication fee generated at the off-line, thereby solving the problem of the security and economy. CONSTITUTION: An apparatus for adjusting the fare of taxi meter by using the smart card includes a first storage device, a controller(16), an interfacing device and a second storage device. The first storage device stores the smart card process program. The controller(16) controls the changes of the fare information of the taxi meter. The interfacing device reads the fare change information from the smart card by performing the interface with the authenticated smart card under the control of the controller(16). And, the second storage device stores the fare change information.
