PROBLEM TO BE SOLVED: To provide a gland packing material which facilitates braiding and twisting work by applying high tensile strength by a reinforcing material, and which has both excellent retaining performance possessed by a reinforcing material with an outer reinforcing structure and excellent sealing performance possessed by a reinforcing material with an inner reinforcing structure. SOLUTION: In the gland packing material 1, a reinforcing material 20 made up of a plurality of extra fine and long carbon fibers 2 is provided to one surface of band-like expanded graphite 3 at intervals in the width direction of the band-like expanded graphite 3. A base material 4 made in such a manner, is successively twisted from an end in the longitudinal direction so as to direct outward the reinforcing material 20 made up of the carbon fibers 2. By so doing, the reinforcing material 20 made up of the carbon fibers 2 and the band-like expanded graphite 3 are alternatively arranged in the axial direction to be spirally twisted.
