PROBLEM TO BE SOLVED: To realize effective soft decision with the use of a soft decision apparatus 21 including: a soft decision threshold value setting section 31 for setting a threshold value used for soft decision of error correction coded reception data; and a soft decision section 32 using a setting threshold value to apply soft decision to the received data. SOLUTION: In the soft decision threshold value setting section 31, a symbol level detection means detects a level of the received data for each symbol, a frame level averaging means averages the level for each symbol for each communication frame, and an adjustment means adjusts the averaging result on the basis of error correction decoding conditions and sets the result of adjustment as a threshold value. In the soft decision section 32, a threshold value reciprocal value acquisition means acquires a reciprocal of the threshold value, a received data multiplier means multiplies the reciprocal by the received data, and a soft decision result acquisition means acquires data in a prescribed number of bits of a higher-order of the result of multiplication as a soft decision result.
