PROBLEM TO BE SOLVED: To provide a fuel injection valve and an internal combustion engine, in which atomization performance is effectively improved near fuel injection holes. SOLUTION: Grooves 201 are formed between the fuel injection holes 107 on a face of a plate member 111 in a fuel passage to be arranged along a circumferential direction of the fuel injection holes 107, so as to create overflows 502 at the grooves 201. Further, a contraction flow part 602 is formed in the fuel injection hole 107 to increase maximum flow velocity at an outlet part of the fuel injection hole, and thereby to improve the atomization performance.
