PROBLEM TO BE SOLVED: To provide a rotor for fixing excelling in wear resistance and low friction property and provided with a non-stick surface layer, a fixing device using it and a heat fixing method. SOLUTION: In the rotor for fixing 10, an inner layer provided with at least one of an elastic layer 13 or a sticking layer 14 on an endless base body 11. The outer peripheral surface of the rotor 10 is provided with an offset prevention coating layer 12. The offsetting prevention coating layer 12 comprises a composite of fluorinated resin high molecular weight polymer and low molecular weight polymer body. In the fixing device, such a rotor is provided. In the heat fixing method, the rotor 10 is used as the heat fixing body and conductive filler is dispersed in the offsetting prevention coating layer 12. COPYRIGHT: (C)2004,JPO
