PROBLEM TO BE SOLVED: To ensure the security against an unauthorized access etc. SOLUTION: In an access network system in which a plurality of subscriber PCs 18-32 and an access net work 10 are connected to an edge router 14 via subscriber aggregating apparatuses 15-17 to relay packets, the edge router 14 receives only the ARPs (accelerated graphics parts) from regular subscribers by using a subscriber IP (internet protocol) table with respect to ARP requests/responses from subscriber PCs under the control of the same sub-network, and relays only the packets of the regular addresses by using this subscriber IP table at the time of receiving the IP packets.
