PROBLEM TO BE SOLVED: To provide a thermoelectric converting device whose heat exchanging efficiency with the outside is excellent, and whose damage due to a thermal strain is minimized, and whose physical strength is sufficient and a method for manufacturing the thermoelectric converting device with high convenience, high efficiency, and high cost performance. SOLUTION: A pair of flexible polymer sheets 7 and 8 whose horizontal end parts are equipped with electrodes 3 and 4 are used as supporting bodies. Bar-shaped p type thermoelectric semiconductor elements 1 and n type thermoelectric semiconductor elements 2 whose length is almost the same as the width of the polymer sheets are alternately arrayed between those two polymer sheets 7 and 8, and those respective elements are soldered to the electrodes 3 and 4 on the end part side faces so as to be serially connected. Then, the transfer of heat with the outside is carried out on the end faces where any supporting body does not exist. In this method for manufacturing this thermoelectric converting device, a set of array bodies where only the p type thermoelectric semiconductor elements 1 and the n type thermoelectric semiconductor elements 2 are arrayed are preliminarily manufactured on the polymer sheets 7 and 8, and both of them are fit to each other, and those respective elements are bonded to the electrodes at predetermined positions so as to be integrated.
