PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit capable of contriving the saving of area of a chip. SOLUTION: A power supply potential line 1a and a ground potential line 1b provided with a comb structure are engaged and arranged on a region of a macro cell 1 having an internal wiring of multi-layers wiring structure. Then a main power supply potential line 4 for a chip and a main ground potential line 5 are arranged across the macro cell 1 on the upper layer of the power supply potential line 1a and the ground potential line 1b. Both lines are provided with the comb structure to connect them to respective comb teeth of the power supply potential line 1a and the ground potential line 1b through a connecting hole wiring 6.
