PROBLEM TO BE SOLVED: To improve using efficiency of a bill of a low-frequency money kind having relatively-low using frequency, and to improve cost efficiency of the whole device. SOLUTION: During a period A for bill withdrawal treatment, sending-out and accumulation of stored bill bundles stored beforehand and separate bills are performed in parallel. Then, during a period B (after accumulation finish of the separate bills), sending-out and accumulation of the stored bill bundles, formation of a united bill bundle formed by uniting bundles of separate bills of the low-frequency money kind, and payment of the accumulated separate bills are performed in parallel. In this case, the united withdrawal operation is suspended once at the point of time when the united bill bundles reach the retained number of bundles (the necessary number of bundles thereunder) retainable before accumulation, and the united bill bundles formed already are placed in the waiting state before accumulation. Then, in a period C (after accumulation finish of the stored bill bundles), formation of residual united bill bundles (as the need arises) and sending-out and accumulation of the united bill bundles are performed. Then, in a period D (after accumulation finish of the united bill bundles), payment of the accumulated bill bundles (the stored bill bundles and the united bill bundles) is performed.
