PROBLEM TO BE SOLVED: To provide a visual remote monitoring system provided with a means for preventing deterioration in detection ratio or information ratio of abnormalitys in a range to be monitored due to the intention or fault of a monitor. SOLUTION: A control server 16 automatically receives an instruction from a control terminal 28, and carries out a diligence/laziness check in relation to a monitor 25 of each of monitoring terminals 22. In the diligence/laziness check, for example, a check whether the monitor 25 pushes a confirmation button down within the limit time or not in relation to an instruction to light an inspection lamp displayed in the monitoring terminal 22 is done, or a check whether the monitor 25 pushes an abnormality information button down within the limit time when a dummy abnormality generation image is displayed on the screen of the monitoring terminal 22.
