PROBLEM TO BE SOLVED: To provide a proliferation inhibitor of vascular smooth muscle cells effective as a prophylactic agent for arteriosclerosis. SOLUTION: A sulfated polysaccharide isolated from a hot-water extract from the genus Spirulina which is blue-green algae is used as an active ingredient. In particular, the sulfated polysaccharide containing sodium and having 100,000-300,000 molecular weight or the sulfated polysaccharide converted into a low-molecular substance and having 10,000-100,000 molecular weight effectively has proliferation inhibitory actions on the vascular smooth muscle cells.
