PROBLEM TO BE SOLVED: To maintain air-conditioning performance during low engine speed and protect on-vehicle equipment by controlling driving systems for the on-vehicle equipment such as a compressor or a water pump. SOLUTION: The compressor 11 has two driving systems with a travelling engine 15 and a motor 16 and an electromagnetic clutch 17 disconnects the driving system with the travelling engine 15. Change-over is performed between the case that the compressor 11 is driven by the travelling engine 15 and the case that the compressor 11 is driven by the motor 16. Information related to the speed of the travelling engine 15 is detected, the driving system with the travelling engine 15 is shut off by cutting off the electromagnetic clutch 17 when the engine speed seized in accordance with the information exceeds a preset threshold value, and the compressor 11 is driven by the motor 16.
