<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus in which developer is uniformly coated on a developer carrier by preventing melt sticking of developer to a developer restricting member and the image failure such as a difference in darkness like a vertical stripe is prevented from being caused on an image. <P>SOLUTION: An image carrier 1, a developer carrier 41 to carry the developer and feed it to the image carrier 1, the developer restricting member 42 to form a developer layer on the developer carrier 41, a first voltage applying means 47 applying voltage to the developer carrier 41, a second voltage applying means 48 applying voltage to the developer restricting member 42 and an environment detecting means 51 to detected the environment of use are included.
