PROBLEM TO BE SOLVED: To reduce the number of undesired control signals in performing position management in mobile communication. SOLUTION: A position management system has communication equipment 1a provided in a mobile object 1, mobile communication terminals A to D capable of forming a master-slave relationship with the communication equipment 1a, a master-slave relationship information database 31 for registering a formed master-slave relationship, a positional information management database 21 for receiving position registration of a mobile communication terminal to be a slave to the communication equipment 1a through the communication equipment 1a, and a notification information determining device 12 for controlling the formation of a master-slave relationship to the mobile communication terminals on the basis of the frequency of registration position change and the number of mobile communication terminals that can form the master-slave relationship with the mobile object 1.
