PROBLEM TO BE SOLVED: To provide an electronic watermark embedding device with which a user can determine easily the relationship between the amount of information to be embedded and embedding strength when the user embeds watermark information into a text image, and the user can conduct embedding processing by changing information so as to degrade tolerance/picture quality defined before embedding in order to embed a desired information if he/she desires, and to provide its control method. SOLUTION: An original image 100 where a watermark information 103 will be embedded is inputted from an image inputting unit 101. For the image, according to a specified embedding strength 104 and embedding mode 105, a first parameter for tolerance of the image where a watermark information is embedded and a second parameter for picture quality are controlled by a picture quality/tolerance parameter control unit 106. Based on the first and the second parameters, the watermark information 103 is embedded into the original image 100 by electronic watermarking at a watermark information embedding unit 102.
