PROBLEM TO BE SOLVED: To provide a gland packing material which facilitates braiding and twisting work by applying high tensile strength by a reinforcing material, and which has both excellent retaining performance possessed by a reinforcing material with an outer reinforcing structure and excellent sealing performance possessed by a reinforcing material with an inner reinforcing structure. SOLUTION: In the gland packing material 1, a sheet-shaped reinforcing material 20 made up of a plurality of extra fine and long carbon fibers 2 is provided to one surface of band-like expanded graphite 3 having a size in the width direction different from that of the sheet-shaped reinforcing material 20. A base material 4 made in such a manner, is successively twisted from one end in the longitudinal direction so as to direct outward the sheet-shaped reinforcing material 20 made up of the carbon fibers 2. By so doing, the sheet-shaped reinforcing material 20 made up of the carbon fibers 2 and the band-like expanded graphite 3 are alternatively arranged in the axial direction to be twisted.
