<p><P>PROBLEM TO BE SOLVED: To accurately restore high-frequency components of a narrow-band signal with suppressed high-frequency components. <P>SOLUTION: A frame segmentation part 11 segments a narrow-band voice signal including low-frequency components into frames and a DCT transform part 12 applies spectrum transformation to the frames to transform it into a signal on a frequency axis. A class classification part 13 calculates a class code and a learnt table 14 is used to extract spectrum data of high-frequency components from an address corresponding to the class code. A spectrum combining part 16 combines the extracted spectrum data of the high-frequency components with spectrum data of the low-frequency components outputted from the DCT transform part 12. A reverse DCT transform part puts the signal back into a signal on a time axis and a frame combining part 18 processes a frame border part, so that a wide-band voice signal is outputted.
