PROBLEM TO BE SOLVED: To provide a slip evaluating/testing apparatus and a slip evaluating/testing method for accurately evaluating a slip phenomenon when a rolling element is a spherical body. SOLUTION: The slip evaluating/testing apparatus comprises chucks 6, 7 that pinch a spherical body to be inspected and are supported so that they can be rocked freely around a rocking axis (around X axis) passing through the center of the body to be inspected; a pinching rocking means for rocking the chucks 6, 7; a pair of nearly flat press plates 22, 23 that is arranged oppositely while pinching the body to be inspected and can press the body to be inspected; and a plate rocking means for rocking the press plate 23 in an opposite direction of the pair of press plates 22, 23 and in a direction (Y-axis direction) for orthogonally crossing the rocking axis independently from the rocking of the chucks 6, 7.
