PROBLEM TO BE SOLVED: To provide a gland packing material with an inner reinforcing structure allowing inner reinforcement of a toughness fiber material, and to provide a gland packing manufactured by using the gland packing material. SOLUTION: In the inner reinforcing structure of the gland packing material 1, a reinforcing material 20 made up of a plurality of extra fine and long sheet-shaped metallic fibers 2 is provided to one surface of band-like expanded graphite 3. A base material 4 made in such a manner, is successively twisted from one end in the longitudinal direction so as to direct the metallic fibers 2 inward. The metallic fibers 2 are covered with the band-like expanded graphite 3. All of the metallic fibers 2 and one end 5 of the width direction of the band-like expanded graphite 3 are rolled into the inside of the gland packing material 1 in a laver-rolled state so as to make the band-like expanded graphite 3 face a plurality of openings 20A provided to the twisted reinforcing material 20.
