PROBLEM TO BE SOLVED: To enable all users within a range wherein resources of a local area network are available to sufficiently utilize the resources. SOLUTION: A processing server 10 assigns resources of a local area network WLAN to terminal equipment 8. Besides, the server 10 is connected to at least one access point 1 of the local area network WLAN and provided with a control means 11. The control means 11 classifies the terminal equipment 8 into a first group and a second group according to whether or not the local area network WLAN is suitable for establishing communications encrypted by at least one format. Besides, in accordance with the classification to the first group or the second group, the control means 11 assigns the resources of the local area network WLAN to the terminal equipment 8 to be connected with the local area network WLAN.
