PROBLEM TO BE SOLVED: To improve responsiveness to an accelerating-increasing correction in an internal combustion engine for arranging fuel injection valved on the respective upstream and downstream sides of a throttle valve. SOLUTION: A total injection quantity determining part 101 determines the total quantity Qtotal of fuel injected from the respective upstream and downstream side fuel injection valves 8a and 8b. An injection ratio determining part 102 determines the injection ratio Rupper of the upstream side injection valve 8a. A correction factor calculating part 103 calculates the total correction factor Ktotal. An injection quantity correcting part 104 includes an acceleration-increasing correction part 1041, and acceleratedly and increasingly corrects only an injection quantity of the downstream side injection valve 8b in acceleration. An injection quantity determining part 105 determines an injection quantity Qupper of the upstream side injection valve 8a on the basis of the injection ratio Rupper and the total injection quantity Qtotal, and determines an injection quantity Qlower of the downstream side injection valve 8b on the basis of the upstream side injection quantity Qupper and the total injection quantity Qtotal.
