PROBLEM TO BE SOLVED: To provide a gradation control apparatus that can form an image having a stable gradation even when a pixel formed by a head section is in a low density and to provide a method of controlling gradation. SOLUTION: This gradation control apparatus 100 controls the head section such that each pixel is to be in a predetermined density in an image forming apparatus 50 that forms a plurality of pixels forming an image are applied on a paper in respective densities by the head section 11. The gradation control apparatus 100 comprises a density signal generating section 110 for generating a density signal indicative of a predetermined density of a pixel on the basis of an image signal indicative of an image, and a gradation control section 120 that controls the head section 11 so as to form an image in either one of a density gradation mode for forming a predetermined pixel in the density of the density signal and an area gradation mode for forming a predetermined pixel in one of densities obtained by binarizing the density of the density signal on the basis of the density signal generated by the density signal generating section 110.
