PROBLEM TO BE SOLVED: To provide a folder which is seldom torn off at a welded portion of, and its manufacturing method. SOLUTION: In this folder 10, the opening edge 32 of a second sheet 14 retracts near a fixing edge 28 from the opening edge 32 of a first sheet 12 and both the first sheet 12 and the second sheet 14 are thermally fused along the fixing edge 28 intermittently in parallel at fixed intervals and some part of the second sheet 14 flows out of its end edge in the retracted portion of the second sheet 14 so as to thermally fuse with the surface of the first sheet 12. Further, the manufacturing method of the folder includes a process, in which the opening edge 32 of the second sheet 14 at the retracted part from the opening edge 32 of the first sheet 12 is thermally fused with the first sheet 12 by pressing some part of a heating body 62 extended outward beyond the end edge of the retracted part of the second sheet 14 against the portion, which is formed out of some part of the second sheet 14 by being thermally fused and flown out of its end edge.
