PROBLEM TO BE SOLVED: To make it possible to cope with a plurality of resolutions with a single arithmetic circuit by using a line buffer. SOLUTION: A line buffer part 104 stores successively each pixel value of picture data in line unit by synchronizing with a pixel clock and a horizontal synchronizing signal. An output counter 101 generates successively coordinate values for specifying pixel positions in second picture data based on the count value of prescribed clocks and the horizontal synchronizing signal and a data requesting part 102 converts the generated coordinate values into pixel positions in input picture data based on the set magnification rate value. Pixel values of the pixels required for an operation are acquired from the line buffer part 104 based on these pixel positions and an arithmetic part 105 calculates the pixel values of pixels corresponding to the coordinate values. When the calculating of the pixel values by the arithmetic part 105 is not be executed, the generating of the coordinate values by the output counter 101 is stopped until the arithmetic part becomes to be in a state that it can calculates the pixel values.
