PROBLEM TO BE SOLVED: To provide an apparatus capable of efficiently manufacturing a disk brush element. SOLUTION: The manufacturing apparatus of the disk brush element 51 comprises a mount section 3 having a through-hole 15 for passing bundle-like filaments 52, a feeding means 4 for projecting the filaments 52 from the through hole 15, and a cylindrical melding means 5 having one opening end, an air-blowing means 6 for feeding air into a hollow section of the melding means 5. The manufacturing apparatus comprises an annular pressing section 7 for pressing the radially opened filaments 52 onto the mount section 3, a cut-off means 8 for cutting off a central part of the welded part of the filaments 52, a rotating means 9 for rotating the cutting means 8, and cutting means 16 and 17 for grappling the filaments 52 from a plurality of directions and cutting a non-welded part and the welded part.
