PROBLEM TO BE SOLVED: To provide a system for surely preventing e-mail transmission unintended by a user which is caused by a computer virus or the like. SOLUTION: An e-mail transmission management system 112 consists an e-mail transmission confirmation processing part 113 and an e-mail transmission monitoring processing part 114. The e-mail transmission confirmation processing 113 performs processing that makes the user select transmission approval or rejection about an e-mail generated by an e-mail preparation software 111 or a computer virus. A message ID is stored in a permission information storage buffer 115 as identification information of the e-mail allowed for transmission by the user in the processing. The e-mail transmission monitoring processing part 114 detects an e-mail to be transmitted from an e-mail transmitting and receiving terminal 110 to a mail server 120 and transmits the e-mail on the basis of the identification information about the detected e-mail stored in the permission information storage buffer 115.
