PROBLEM TO BE SOLVED: To form an image so as not to depend upon the number of gradations of density value shown by image pixel data. SOLUTION: The number of types of the amount of dots to be formed in each pixel is defined as a number that does not depend on the number of gradations of the density value shown by the data of each pixel, for example, the number of the amount of dots to be formed is defined as 5 even if the number of gradations is 4. In this case, a laser printer selects 0/4 for the amount of dots when a density value shown by the pixel data is "00", 1/4 for the amount of dots when the density value is "01", 4/4 for the amount of dots when the density value is "11", and either 2/4 or 3/4 for the amount of dots when the density value is "10".
