PROBLEM TO BE SOLVED: To provide a method of measuring the concentration of anionic or cationic surfactant in a sample even if the sample contains an oil matter in the method of measuring the concentration of anionic or cationic surfactant in the sample by phase-splitting titration of an automatic titration device having a surfactant electrode for phase-splitting titration used as a detector. SOLUTION: The phase-splitting system for the sample is formed as (1) a system of nitrobenzene and/or nitro anisole and water, or (2) nitrobenzene and/or nitro anisole, lower alcohol and water. According to the calibration potential difference obtained by multi-migration averaging the potential difference detected by the surfactant electrode for phase-splitting titration, the concentration of the anionic or cationic surfactant in the sample is measured.
