PROBLEM TO BE SOLVED: To obtain a thermal head controller for controlling the heat generating operation of the heating elements in a thermal head having a plurality of heating elements in which heat generating operation of the heating elements in a thermal head is controlled depending on the print rate without causing any increase in the circuit scale or the cost. SOLUTION: A target conduction time is calculated by adding a correction conduction time dependent on one black pixel data preset every time when one black pixel data is inputted to a reference conduction time, and heat generating operation of the heating elements in a thermal head is controlled based on the target conduction time thus calculated.
