PROBLEM TO BE SOLVED: To enhance the efficiency of collection of a substance such as a developer from an image carrier or to control the amount or distribution of particles on the image carrier which are needed for image formation to a proper range in an image forming apparatus which perform contactless development using a single-component developer. SOLUTION: The image forming apparatus which electrostatically charges the image carrier, carries out exposure to form an electrostatic latent image on the image carrier, and performs contactless development of the electrostatic latent image with the single-component developer has two modes, i.e. a mode A in which the developer on a developer carrier does not comes into contact with the image carrier without scattering and a mode B in which at least some of the developer on the image carrier is in contact with the image carrier.
