PROBLEM TO BE SOLVED: To provide an image processing, reading and forming device for determining a color pixel without lowering chromatic determination performance at the time of magnification and to provide a color copying machine. SOLUTION: An image processor for using a plurality of lines to determine a color pixel is provided with a means for inputting a plurality of pieces of R, G and B input data inputted to a circuit for the formation of N-ary 2 of color determination 325 to hue dividing circuits (0 to 4) through selectors (1 to 4) substantially every other line in a scale factor equal to or more than a particular scale factor at the time of magnification.
