PROBLEM TO BE SOLVED: To provide a micro portable air-conditioning appliance which reduces and mitigates crimes attributable to human diseases and irritation caused mainly by global warming, and is used for spending comfortable daily life in scorching summer, and constantly portable items using the appliance. SOLUTION: The micro air-conditioning appliance uses the Peltier effect by two metal plates. This micro air-conditioning appliance is fitted to a belt, a cap, or the like in a constantly portable manner. A commodity to conquer heat wave by constantly wearing a portable cooler is obtained. The commodity is used to reduce and mitigate crimes attributable to human diseases and irritation caused mainly by global warming, and to spend comfortable daily life during heat wave.
