PROBLEM TO BE SOLVED: To provide a packaging material excellent in unsealability in which any cap or content is not scattered when a plug is opened/closed. SOLUTION: An adhesive layer (12) is formed on at least one side of a shrinkable base film (11). The adhesive layer (12) includes a delayed tack layer, a viscous layer and a glue layer formed of a thermoplastic resin, a viscosity providing layer, and a solid plasticizer. By providing an adhesive layer on a part of the shrinkable base film (11) in contact with a cap, unsealing can be performed with the cap adhered to the film when the base film is peeled.
