A fuel cell cogeneration system where, even when the temperature difference between storage hot water and cooling water is small, the cooling water temperature can be increased in a short time and that requires a short time for start up. A fuel cell cogeneration system comprises a fuel cell (11), a cooling water heat exchanger (13) provided in a cooling water route (16), a storage hot water route (15) where storage hot water whose heat is exchanged with cooling water flows, a hot water storage tank (31), storage hot water-controlling means (33), storage hot water temperature-measuring means (36), storage hot water flow rate-regulating means (38), flow rate-controlling means (37) for controlling the storage hot water flow rate-regulating means (38), and an exhaust gas heat exchanger (23) used for heat exchange between exhaust gas from fuel-treating means (21, 22) and the storage hot water. When the temperature of the storage hot water is equal to or less than a first predetermined temperature at the time when the operation of the fuel cell (11) is started, the flow rate-controlling means (37) controls the storage hot water flow rate-regulating means (38) to reduce the flow rate of the storage hot water flowing in the storage hot water route (15). |
