A CS searches, in advance, unique word information used by a peripheral CS and holds the information in a storage section (70). When an LCH establishment is requested by a PS in a local cell, it is checked whether a free communication slot is present and an unused unique word pattern is allocated by referencing the unique word information on the peripheral CS having the same frequency and being in the same slot as the free slot to be allocated.
