PURPOSE: A user-discriminating charging system and method of a mobile communication system are provided to separately charge a telephone charge by discriminating an actual owner of a mobile communication terminal and a person who temporarily borrows the mobile communication terminal. CONSTITUTION: A mobile communication terminal(110) is commonly used both by an actual owner and at least one borrower temporarily or for a long time. A mobile communication network(120) connects a communication call according to a call request of the mobile communication terminal(110), and charges the communication call in such a manner that a communication call of the mobile communication terminal(110) through a specific destination phone number is charged in a called party-charge-bearing service method. A service server(140) is allocated the specified destination phone number and provides a borrower charging service so that a person who requests a call through the specific destination phone number bears the charge according to the called party-charge bearing service.
