PURPOSE: A bias applying apparatus for stabilizing a PMOS device is provided to provide a function as a stable PMOS device by increasing electron mobility and reducing a leakage current in the PMOS device. CONSTITUTION: A power supply unit(20) supplies source power. A panel installation part(10) installs an array substrate for a TFT-LCD panel or a TFT-LCD panel, and comprises a panel jig(11) where a number of power input ports(11a,11b,11c) are formed to apply power to the installed panel. A voltage control part(30) comprises a number of voltage adjust channels(31,32,33,34) to supply a voltage to each power input port of the panel jig. A number of frequency control parts(40) adjust a frequency of the source power supplied through each power adjust channel. A time setting part(50) sets a time of supplying power. A panel selection part(60) comprises a number of panel power supply selection channels to control power supply to each panel jig. And a backlight selection part(70) comprises a number of backlight power supply selection channels(71) to control backlight power supply to each panel jig.
