PURPOSE: A solvent is provided, to recycle a high quality resin from the waste foam polystyrene and the waste polystyrene by contacting them with the solvent. CONSTITUTION: The solvent comprises a dibase ester, ethylene glycol and triethanolamine. Also other diols comprising 1,2-propanediol, 1,3-propanediol, 1,2-butanediol, 1,3-butanediol and 1,4-butanediol, can be used instead of the ethylene glycol. Also another amine having a boiling point of 100 deg.C or more, can be used instead of triethanolamine, and preferably the amine is tributylamine or tripentylamine. The waste foam polystyrene and the waste polystyrene are gelled by the contact with the solvent, and the gelled one is separated from the solvent.
