PURPOSE: A circuit board for a semiconductor is provided to easily perform an electrical inspection by including a recognition unit capable of recognizing the test pads among pads of outer leads. CONSTITUTION: A base board(21) is prepared. Inner leads(23) are formed on the base board, made of a predetermined pattern to which a semiconductor chip is connected. Pads(25) are formed at each end of the outer leads(24) connected to the inner leads. At least one of the pads is the test pad(26) included in the outer leads to perform an electrical inspection. The test pads are extended from the outer leads.
