The device comprises image forming units (12-1 to 12-4) for forming a toner image of a number of colors on at least one image carrier (14-1- 14-4) by means of a number of developers (22-1-22-4) respectively storing different-color toners therein. Primary transfer means (38-1 to 38-4) are used for sequentially primary-transferring the toner image of the plurality of colors color by color onto the intermediate transfer body, and a secondary transfer means (45) for secondary-transferring the toner image of the plurality of colors on the intermediate transfer body onto the medium. The image forming units form the toner image of the plurality of colors on the intermediate transfer body with toner layer potentials gradually lowered in the order of transferring. A toner layer directly deposited on the intermediate transfer has a higher potential, and is therefore easy to secondary-transfer to thereby enhance a secondary transfer efficiency and a reproducibility of secondary colors.
