Cyclic phosphazene (I) is new and does not chain like phosphazene (II). A cyclic phosphazene of formula (I) is new and does not chain like phosphazene of formula (II). [Image] Q : halogen and/or (preferably) aryloxy; m : 3-10; and n : 1-20. Independent claims are also included for the following: (1) a similar compound obtained by refining a phosphazene composition containing (I) and (II); (2) preparation of (I); (3) a flame retardant using (I) as the effective component; (4) a resin composition containing cyclic phosphazene; and (5) a molding from composition (IV).
