PURPOSE: A device and a method for initializing a transport network management system are provided to improve performance for downloading a program and executing initialization of an EMS(Element Management System) having an applet form. CONSTITUTION: The device comprises a process initializing part(30) initializing a process of a client and an object manager part(40) managing/initializing an object in a thread unit if the client is initialized by the process initializing part. The object manager part includes a JDBC(Java DataBase Connective) initializing part(41) initializing the JDBC if the client is initialized, a CORBA(Common Object Request Broker Architecture) initializing part(42) initializing the CORBA if the client is initialized, an image initializing part(43) initializing the image loading if the client is initialized, a network-view initializing part(44) initializing the network-view if the client is initialized, and a print initializing part(45) initializing the print if the client is initialized.
