PROBLEM TO BE SOLVED: To appropriately judge presence/non-presence of a communication data in important data requested to be resent or the like in communication of compression-encoded still picture data. SOLUTION: When there is a communication error in the case of receiving code data obtained by compression-encoding picture data and when a still picture is composed of 4×4 tiles T01-T16, for example, the case that there is a communication error in any one of four times T06, T07, T10 and T11 in the middle portion of the image (in the area of a code 21) is judged as presence of a serious communication error, and resending of the code data is requested to a server of a transmitting destination.
