PROBLEM TO BE SOLVED: To automate creation of a variety of test data into files by changing set values for characters and graphics in sequence for performing various types of tests in testing a character and graphic processing system. SOLUTION: The system for creating test files for the character and graphic processing system comprises a step of acquiring file formats, a step of acquiring set items of the characters and graphics and their set values, a step of selecting the set values subject to test data creation, a step of listing up all combinations of set values, a step of determining the existence of the combinations, a step of creating records of the test files from the combinations of set values, and a step of proceeding to the next combination.
