PROBLEM TO BE SOLVED: To dispense with the switching between a manual operation and a motor operation, and attain both the light operability at the time of the manual operation and the inhibition of useless energy consumption at the time of the motor operation. SOLUTION: A reduction mechanism of a reduction gear G2 of the valve driving unit P2 are composed of an internal planetary gear reduction mechanism 114 which internally engages gears having a little difference in number of teeth, and a parallel axis gear mechanism 112 arranged at the former stage of the internal planetary gear reduction mechanism 114. A second pinion 134 made rotatable by a motor and a manual pinion 160 made rotatable by hand are engaged simultaneously with a second gear 136 in the parallel axis gear mechanism 112 so that the internal planetary gear reduction mechanism 114 can be driven from either system.
