PROBLEM TO BE SOLVED: To provide an operation controller controlled so as to effectively prevent the flood damage to an elevator or the like when a pit is flooded. SOLUTION: The operation controller of a parking device forming parking floors on a plurality of stages upward of an entering and leaving vehicle parking floor and forming the pit storing a vehicle rising and falling elevator on the entering and leaving vehicle parking floor includes a selection means for selecting an entering vehicle preferred mode waiting for the elevator mounting an empty pallet at the entering and leaving vehicle parking floor and a leaving vehicle preferred mode waiting at each parking floor without mounting any pallet and a water level detection means for detecting the water level inside of the pit, the selection means automatically selects the leaving vehicle preferred mode by a detection signal from the water level detection means, and it is so constituted that the operation of the parking device is stopped after the elevator has waited at the leaving vehicle preferred mode.
